Yes. Why do rack anchors loosen in some Rutherford County buildings?

Often because the floor is moving, not the rack. Rutherford County sits on limestone close to the surface with karst, and building pads are frequently cut-and-fill over uneven rock. Where the fill is deep a slab can settle while the slab over shallow rock does not, and rack sitting across that transition can drift out of plumb or load its anchors unevenly.
