Racking Permits: Metro Nashville vs Rutherford County Cities vs Unincorporated County

Metro Nashville is one consolidated government; Rutherford County is several cities plus county land. Who reviews your racking permit, and how to tell.

Middle Tennessee's two busiest warehouse areas sit side by side on I-24 and handle permitting in structurally different ways. Davidson County is governed by a consolidated city-county government, so across most of it there is one building office and one fire marshal. Rutherford County, home to La Vergne, Smyrna and Murfreesboro and much of the Southeast submarket, is the opposite: several cities that each run their own codes and fire departments, plus unincorporated county land with its own office. On top of that, Tennessee has a statewide layer, the State Fire Marshal's Office, that matters for some parcels and not others. This guide covers what actually changes from one side of the line to the other and how to find out which side you are on.

Inside Metro Nashville (Davidson County)

Nashville and Davidson County consolidated into the Metropolitan Government of Nashville and Davidson County. For a warehouse in MetroCenter, Cockrill Bend, Elm Hill Pike, the Airport area or Antioch, there is no "city versus county" question to answer: the same government covers the whole consolidated area.

In practice that means two reviewers. The Metro Nashville Department of Codes Administration (Metro Codes) handles the building permit for permanent pallet racking in a commercial or industrial occupancy, with drawings sealed by a Tennessee-licensed PE. The Nashville Fire Department Fire Marshal's Office reviews the fire side, which for most warehouse-scale rack means high-piled combustible storage.

The exception that catches people: a handful of satellite cities inside Davidson County kept their own governments when Metro formed. Goodlettsville, Belle Meade, Berry Hill, Forest Hills, Oak Hill and part of Ridgetop run their own codes. For industrial work the one that matters most is Goodlettsville, with older light industrial along I-65 North, and Goodlettsville also straddles the Davidson-Sumner county line. A Goodlettsville parcel is not a Metro Codes submittal.

Rutherford County: Cities That Each Run Their Own

Cross into Rutherford County on I-24 and the single-office answer disappears. Each incorporated city runs its own building codes department and its own fire department or fire marshal:

  • La Vergne -- the City of La Vergne, home to big-box I-24 distribution, Ingram Content Group and the Bridgestone truck and bus tire plant.
  • Smyrna -- the Town of Smyrna (it is a town, not a city), home to the Nissan Smyrna Vehicle Assembly Plant and its supplier base.
  • Murfreesboro -- the City of Murfreesboro Building and Codes Department, with Murfreesboro Fire Rescue Department on the fire side.

Outside those city limits, unincorporated Rutherford County parcels go through the county's building codes office. And this is where the statewide layer becomes relevant: Tennessee's State Fire Marshal's Office adopts building and fire codes statewide, and jurisdictions that adopt and enforce their own codes are treated as "exempt" and do their own plan review. In non-exempt areas, plan review for many commercial buildings routes to the State Fire Marshal's Office instead. Which path a given unincorporated parcel takes is something to confirm with the county at the start of a project, not something to assume.

Three things follow from that structure, and each of them costs somebody time on a schedule:

A La Vergne or Smyrna address is not a jurisdiction. Mailing addresses and city limits do not line up neatly in fast-growing suburbs, and an address can carry a city name while the parcel sits in unincorporated county land, or the reverse.

Every office has its own process. The model code is broadly the same across the metro, but each department sets its own submittal requirements, local amendments and review practices. A package built for Metro Codes is not automatically a package Murfreesboro will accept as-is.

Annexation moves the line. These cities have been growing outward, so a parcel that was county land when the building went up may be inside a city now. Check the current parcel record, not the one from the original building permit.

Everyone Else

Beyond Davidson and Rutherford, the rest of the metro follows the Rutherford pattern: every city on our service list runs its own building codes department and fire department or fire marshal, and unincorporated land goes through the county building codes office. Several of the metro's most active industrial locations are in neither Davidson nor Rutherford:

  • Lebanon and Mt. Juliet, on I-40 East, are in Wilson County.
  • Gallatin is in Sumner County; Goodlettsville straddles Davidson and Sumner.
  • Franklin is in Williamson County; Spring Hill straddles Maury and Williamson; Columbia is in Maury.
  • Clarksville is in Montgomery County, and Springfield is in Robertson County.

The Metro Nashville process gets described around this metro as though it were the regional default. It is not. It is one consolidated government's process, and applying it in Wilson or Williamson County is as wrong as applying Murfreesboro's in Davidson.

What Does Not Change Anywhere

A few things are consistent across the metro, and they are worth separating from the jurisdictional noise.

IFC Chapter 32 thresholds. High-piled combustible storage requirements generally apply where the top of storage exceeds 12 feet, or 6 feet for high-hazard commodities. Under the model code, an operational permit is required for more than 500 square feet of high-piled storage area; confirm whether your jurisdiction has amended that. Group A plastics and rubber tires are high-hazard, and classification depends on the specific product and its packaging rather than on the industry. On the I-24 corridor, with tire manufacturing and automotive supply in the mix, that question comes up more often than operators expect.

Seismic design. Middle Tennessee is typically ASCE 7 Seismic Design Category B or C, depending on site class and location. That means rack seismic design under ANSI/RMI MH16.1 is a real check here, not a formality: base-plate size, anchor count and frame bracing are verified against the site's seismic values, whichever office reviews the drawings.

The Tennessee PE seal. Every office expects drawings sealed by an engineer licensed in Tennessee. A stamp from another state is not a substitute, however good the engineering behind it.

The ground. Rutherford County in particular sits on shallow limestone with karst, and sinkholes are common. Building pads are often cut-and-fill over uneven rock, so slab support can vary within one building. No permit office will flag that for you, but it belongs in the anchor design on either side of the county line.

Codes, thresholds and review practices change. Confirm current requirements with the authority having jurisdiction for your specific parcel before committing a schedule or a budget.

How to Find Out Which One You Are In

Start from the parcel, not the mailing address. A Nashville mailing address may be Metro, or it may be a satellite city. A La Vergne, Smyrna or Murfreesboro address may be inside city limits or in unincorporated Rutherford County. Pull the current parcel record and confirm the jurisdiction before anything is designed.

If it is unincorporated, ask the exempt question. Confirm with the county whether it does its own plan review for your project type, or whether the review routes to the State Fire Marshal's Office. The answer changes who you submit to and what they ask for.

Classify the commodity before the layout. The 12-foot versus 6-foot question changes the sprinkler design, the flue spacing and the aisle widths, and none of those are cheap to retrofit.

Submit the building permit and the high-piled review the same day. They run concurrently if you let them. Sequential submittal is the most common self-inflicted delay on these projects.

Do not plan around a review time you have not been given. We do not publish turnarounds or fees for these offices because we have not measured them. We ask the reviewing office for its current stated turnaround when we confirm jurisdiction, and build the schedule from that.
